Tam has twenty years of progressive, diversified experience launching and leading new corporate policies, strategies and programs in sustainability and public affairs. He was global manager for strategic issues, policy and corporate responsibility at Chevron Corporation where he advanced the corporate diplomacy practice and advised Chevron’s executive leadership. As part of a start-up team within Chevron, he helped launch the company’s flagship corporate social enterprise with a US$50M investment from Chevron and served as the representative in Washington, DC; and initiated the Chevron-Center for Strategic International Studies (CSIS) bi-partisan Commission on U.S. Private Sector Leadership in Global Development and served as Chevron’s principal advisor. Concurrently, he chaired the social responsibility working group of IPIECA, a global oil and gas association in London, and led its transformation into the industry’s authoritative body to implement the new United Nations Guiding Principles on Business and Human Rights. Earlier in his career, Tam spearheaded the first inter-agency partnership between the Asian Development Bank and the Inter-American Development Bank and served as the partnership manager based in Manila. At Pacific Basin Partners, Inc., a Washington, DC-Tokyo consulting firm contracted by Japan’s Ministry of Finance, he helped deliver a new unit in the Inter-American Development Bank to increase Japan’s economic assistance in Latin America. With a $30M investment from the Ministry of Finance, Tam later joined the Bank to help organize the unit and initiate its technical programs and services. 

Tam was awarded visiting fellowships to the Japan Bank for International Cooperation (Tokyo) and the Center for Corporate Responsibility of the Asian Institute of Management (Manila). Educated in the United States, Europe, and Asia, he is a graduate of George Washington University, and holds a doctorate in business administration and two masters’ degrees in international business and international development.
